The rich get richer at the expense of the poor. Hard-working people pay the taxes required to support our society but the greediest avoid their fair share.

Food, healthcare, housing and education is not available to all.

Excessive pollution disrupts the fragile environment… our ecosystem is on the verge of collapse.

These are just a few of the many problems we face as the human race.

If we continue along our current path there are several possible outcomes for our future…

  1. With the increased cost of living, desperate and destitute citizens will revolt with overwhelming violence, similar to the French Revolution of the past.
  2. With the near unrestricted and exponential increase in profiteering and prioritization of financial gain, governments will eventually lose all semblance of control to mega-corporations and syndicates who can afford private armies of their own.
  3. As natural resources deplete, already fragile diplomatic ties between countries will be torn asunder and global war will be unleashed.
  4. Extinction. Be it from severe tectonic disturbance, uninhabitable ecosystem, nuclear catastrophe, pandemic, or any other of the various potential cataclysmic events that we are unprepared for as we fight amongst ourselves instead of working together.

Current governments ignore these problems or do not solve them effectively.

SALVATION

From the beginning of time, humanity survived not through strength alone, but through unity.

We began as small groups, families huddled around fires, tribes learning to hunt and grow. We built villages, then cities, then nations. We learned to heal the sick, educate the young, explore the unknown, and protect one another. Every road, every discovery, every advancement in humanity exists because we work together as a society, each person with unique skills and talents contributing in their own way.

Just as our ancestors grew stronger by uniting beyond tribes, our future depends on uniting beyond the division of nations.

This is not about erasing cultures, nations or identities. It is about honoring them by ensuring a world stable enough for all to thrive.

Citizens actively and effectively contribute to the Omnira, be that by employment, study, parenting, community service or other such socially beneficial behaviour, will receive the following for free:

Rewards for performance will be unique to each and every profession. Here are a few examples:

For the food service industry, the bonus may be based on the number of meals served, cleanliness, and average user review.

Construction workers will receive rewards based on completion time, consistency in quality, and avoidance of error.

For logistics, the bonuses are based on successful deliveries within a certain time frame.

For a custodian, rewards are based on the amount of space cleaned and attention to detail.

Security and armed forces will be rewarded for objectives such as patrols completed, incidents responded to, and many other factors including the emotional, physical, and life-threatening responsibilities they undergo.

No citizen of the Omnira shall suffer and all shall have the tools they need to succeed and live a happy, prosperous life.

LEADERSHIP STRUCTURE

The Omnira operates under a unique leadership structure with a focus on efficiency, impartiality and integrity.

Any citizen with minimum qualifications may apply for a position in the Omnira government. Knowledge, expertise and character requirements are strict; only the most skilled and dedicated may undertake the responsibility of leading others, not those who simply wield the most financial power, who often exhibit little regard for the wellbeing of citizens.

Councils are responsible for critical decision making, as the collective knowledge of a group is far greater than one alone. And with no single person wielding total executive authority there is less risk of the abuse of power.

Rather than existing government systems, where conflicting parties bicker back and forth in unproductive and impartial arguments, the Omnira has a focus on cohesive team dynamics, with members operating effectively with each other, providing assistance, advancing their leadership skills through perseverance and directly training new and future members.

All government action is recorded and made publicly accessible so that citizens may always be aware of what is happening, ensuring a level of trust and confidence that has not been achieved  before.

Citizens always have control over who leads them and can openly review officials and government actions at any time.

 

Roles

Government is divided into unique roles with specific, skill-focused duties.

Archons – This council of leaders is responsible for the general management of districts; the towns, cities, states and nations of the Omnira. 

Arbiters – This council ensures the security and stability of the Omnira, as well as prevent and eradicate all forms of corruption within leadership.  

Sentinel – Sentinels oversee the actions of all party members and act as enforcers of law & justice, advising and ensuring leadership does not sway from moral obligation.

Overseer of Business – A council of professionals dedicated to management in their field.

Treasurer – Responsible for overseeing commerce and resource management.

Chief Architect – Responsible for civic planning and construction.

Orator (1 per language) – Spokespeople responsible for delivering information to the people.

Emissaries – who act as a representative of the Omnira, engaging in diplomacy with foreign entities.

Deputies – who train under leadership and can be employed in the event of an emergency. 

Liaisons –  who facilitate effective communication between leadership entities.

Paladins – the combined force of military, emergency services, and law enforcement to protect people and respond to disasters.

Guilds of Business – for learning and mastery of professions, improving knowledge, seeking employment and maintaining comradery.

Treasury – storage and distribution of valuable resources: financial, mineral, organic, territory, and knowledge.

Ecosystem – maintaining a table and sustainable living environment.

Knowledge.

Knowledge is one of the greatest powers of the human race. It defines our technology, capabilities and evolution.

Knowledge within the Omnira is managed so that citizens can rely on information that is truthful, useful, and widely shared. 

The purpose is to ensure that decisions made by citizens, institutions, and government are based on knowledge that is accurate, clear, and continually improving.

All knowledge used for governance and public life must be carefully checked, reviewed, and corrected when needed, preventing the spread of false or misleading information. 

Systems of responsibility and oversight exist to ensure that errors are identified and addressed, protecting citizens from deception and confusion.

Knowledge must be communicated clearly and practically, so it is easy to understand and apply by citizens of all ages and backgrounds. 

Information is organised in ways that make it accessible and useful, ensuring that learning and decision-making are not restricted to specialists or elites.

The Omnira continually expands its shared knowledge through research, discovery, education, innovation, and the preservation of history. Citizens and institutions are encouraged and rewarded for contributing what they know, strengthening collective understanding and shared progress across all districts.

Citizens are to be provided with educational resources suited to their individual circumstances, ensuring fair access to learning regardless of location, age, or capacity. Knowledge that could benefit the Omnira may not be hoarded for private advantage, ensuring that important information serves the common good.

The government supports altruistic research and educational efforts that benefit society as a whole, reinforcing learning as a shared civic responsibility. Active measures are taken to counter misinformation, protecting citizens from manipulation and harm.

All knowledge, including information that later becomes outdated or incorrect, is preserved permanently. This allows future citizens to analyse past decisions, verify claims, learn from mistakes, and maintain accountability over time.

These systems ensure that knowledge within the Omnira remains trustworthy, accessible, abundant, and shared fairly, empowering citizens, strengthening governance, and supporting the long-term stability and progress of our entire civilization.

 

Territory.

Territory within Omnira is managed so that land is used wisely, fairly, and for the long-term good of all citizens. 

Territory is developed in a way that helps communities grow, strengthens civilization, and protects the natural environment, ensuring prosperity without causing ecological harm.

The government is required to prevent land from being wasted, misused, or left idle, and to actively improve underdeveloped areas so that all districts can contribute to and benefit from collective progress. 

Citizens may apply to occupy and develop territory that is unused, abandoned, mismanaged, unfinished, or no longer serving its approved purpose, ensuring land does not remain unproductive while others are willing to use it responsibly.

When multiple citizens wish to develop the same territory, a Civic Planner will select the applicant who provides the greatest benefit to Omnira, ensuring decisions are made in the public interest. If several applicants offer equal benefit, a fair auction may be used to determine occupancy, maintaining transparency and balance.

The Omnira government will assist citizens with territory development, prioritising projects that provide broad societal benefit, while projects focused mainly on luxury or excessive personal profit receive the least support. This ensures public resources are directed toward outcomes that strengthen all districts rather than a few individuals.

Territory occupants may be removed if they seriously violate Omnira law, or if the land is needed for a purpose that benefits Omnira far more than its current use. In such cases, affected citizens are protected by guarantees of fair reimbursement for reasonable costs, compensation for disruption to livelihood, and priority access to alternative suitable territory, ensuring fairness and stability.

Citizens required to leave territory by government authority will be given reasonable time to relocate and recover personally funded assets, ensuring transitions are humane, orderly, and respectful of citizen effort and contribution.

We ensure that land is used responsibly, productively, and fairly, balancing progress, environmental care, and citizen security across all districts.

 

Natural Resources.

The Omnira government is responsible for managing important natural resources so that all citizens can benefit fairly and safely. 

All finite natural resources within Omnira are considered shared property of all citizens, meaning no single group may claim them unfairly. These resources are distributed to all districts in a fair way, based on population size, while also considering quality and quantity, so every district receives what it reasonably needs. 

Resource allocation is designed to support activities that most strongly benefit Omnira as a whole, while never preventing lawful and dutiful citizens from accessing what they need to remain healthy and safe. No system may restrict essential resources in a way that would cause harm, except where scarcity is unavoidable due to depletion.

Any organisation working with large quantities of these resources is supervised, ensuring honesty, safety, and proper use.

Surplus resources are stored for emergencies such as disasters, ensuring long-term security and resilience for citizens across all districts.

The government actively works to reduce waste, ensuring resources are not used to create poor-quality or unnecessary products when better or recyclable options exist. 

Resources must be harvested carefully, using methods that protect the environment and ensure future availability. 

When renewable resources are being used faster than they can be replaced, efforts are made to restore balance, and if this is not possible without harming ecosystems, stricter limits on consumption are applied first.

Citizens and organisations that use renewable resources efficiently or recycle effectively are encouraged through incentives, promoting responsible behavior. 

Finally, when Omnira undertakes projects beyond its own dominion, resources are allocated based on how strongly those projects benefit Omnira and its citizens, ensuring thoughtful and purposeful use of shared resources.

These measures support continuous civilisation improvement, secure expansion, and the enduring well-being of all districts and their citizens.

 

Currency.

Currency within Omnira is managed so that money is fair, reliable, and useful for all citizens. The purpose is to ensure that currency supports daily life, work, and long-term stability, rather than causing inequality, corruption, or economic harm.

Today, the world uses hundreds of different national currencies, all with different values. This means citizens must constantly deal with exchange rates, changing prices, and unfair differences in purchasing power. Two citizens can do the same work, yet one can afford far less simply because of where they live. This complexity does not improve society. 

Cryptocurrency technology can prove useful, improving security, transaction details and processing time, although with wild fluctuations in price there is little real world use other than criminal activity and speculative investment, neither of which benefit society.

In the Omnira, there are only two currencies permitted for use; Bux and Lumo. 

Bux functions as the general-purpose currency for all transactions, while Lumo is reserved specifically for essential goods and services required for citizen survival and livelihood. This guarantees that basic needs remain accessible, even during economic stress.

This currency system is designed to be efficient; reducing waste, delays, and unnecessary costs. 

Citizens have equal and lawful opportunities to earn and spend money.

Practices that concentrate wealth unjustly, exploit others, or undermine collective well-being are forbidden, protecting citizens from corruption, fraud, and financial abuse.

Secure and standardised systems are used for issuing, transferring, and recording currency, and government departments coordinate closely to manage taxation, redistribution, and resource allocation. This allows the economy to respond quickly and effectively to disruptions.

Stability is a priority. The government works to prevent extreme changes in currency value, reckless lending, and dangerous debt accumulation. 

Emergency reserves are maintained to protect citizens during crises, ensuring steady and sustainable economic growth across all districts.

Citizens entering the Omnira receive currency value based on equivalent professional effort and contribution, preventing unfair advantage or disadvantage between workers of different origins.

All transactions must be properly recorded, ensuring transparency, accountability, and protection against fraud.

Counterfeiting, unlawful creation, or unauthorised exchange of currency is treated as a severe crime. 

Secure transfer systems are implemented to minimise fraud and speed up transactions.

Overall, this section ensures that currency within the Omnira is fair, efficient, and stable, protecting citizens’ livelihoods, preserving access to essential needs, and supporting a strong, trustworthy economy across Omnira-wide.

 

Business operation.

Business and trade within Omnira are managed so that commerce remains stable, efficient, and fair for all citizens, regardless of district. The primary goal is to ensure that businesses serve society without causing harm, exploitation, instability, or inequality.

The government is responsible for keeping markets stable by managing currency flow, monitoring trade behaviour, preventing inflation and exploitation, and ensuring essential goods and services remain available. This protects citizens from sudden shortages, extreme price increases, and unfair manipulation, while also safeguarding natural resources for long-term use.

Emergency stockpiles of essential items are maintained so that districts can remain resilient during crises.

Business operations are designed to be efficient and easy to navigate. 

Standardised systems and documentation reduce confusion, delays, and unnecessary bureaucracy, allowing citizens and businesses to trade smoothly across all districts. 

Investments in transport, storage, and communication ensure goods and services move quickly and affordably, benefiting both producers and consumers.

Fairness is a core principle of our commerce. All merchants and customers are held accountable, unfair practices are prohibited, and citizens are guaranteed access to dispute resolution through the justice system.

No district may be economically isolated, ensuring all districts can participate in trade and receive essential goods, regardless of location or development level.

Businesses are classified as essential, significant, or luxury, and government support is prioritised accordingly, ensuring that resources first protect citizen survival and well-being. 

Excessive profiteering from essential goods or services that harms citizen access or health is strictly forbidden. 

All products and services must be honestly advertised, clearly labelled, and safe, with full transparency about pricing, risks, and policies such as refunds and warranties.

Citizens are protected from deceptive sales practices, unsafe products, and manipulative monetisation. 

Product, service and business reviews must remain truthful, independent, and free from interference, ensuring citizens can rely on shared experiences when making decisions. 

Businesses are required to assess risks such as coercion, dependency, bias, and physical harm before offering goods or services to the public.

The government continuously monitors markets to detect shortages, price spikes, instability, or criminal activity, acting quickly to prevent harm. 

Businesses must regularly and accurately report financial and operational information in standardised formats, enabling fair oversight without unnecessary disruption. 

In extreme situations where business activity threatens citizens, resources, or stability, the government may temporarily take direct control to resolve the issue.

Workers are protected through approved minimum wages and fair compensation, preventing exploitation while allowing businesses to remain viable. 

Businesses that operate primarily for the benefit of Omnira rather than profit may receive government support for wages, recognising altruistic contribution to society.

Trade systems are designed to prevent monopolies, price gouging, and economic segregation between districts. 

All populated districts are guaranteed continuous access to essential goods and services, and improving trade access in underdeveloped districts is a priority for civic investment. 

Nations/districts may not impose exclusionary trade policies that disadvantage others.

The sale and production of lethal weaponry are tightly controlled, permitted only under strict lawful, ethical, and safety conditions, with full oversight to protect citizens. 

Accountability applies to all business failures or crimes, regardless of a business’s size or continued existence. 

Trade credibility for merchants and customers is recorded and published, encouraging ethical behaviour, accuracy, and trust.

These systems collectively ensure that commerce strengthens society rather than harms it, creating a business environment where citizens are protected, districts are connected, essential needs are met, and economic activity supports the long-term stability, fairness, and prosperity of the Omnira.

 

Taxation.

Taxation is how citizens work together to keep society running. By each contributing a small amount, everyone helps fund the things that all citizens rely on every day. 

When citizens contribute together, society becomes stronger, safer, and more capable of supporting everyone.

Taxes pay for essential services such as roads, schools, healthcare, emergency services, clean water, and public safety.

In good times, taxation supports the improvement and expansion of society. In difficult times, it allows us to protect citizens from harm.

Without the taxes required to support our society, there would be no society for us to even exist.

In the Omnira, essential items such as food, healthcare, housing, transportation and electricity will have less, or even no taxes, while luxury items, items that are unnecessary or  purely for pleasure will have increased taxation to keep things balanced. 

We have also removed any vulnerabilities that would allow the extremely wealthy to avoid paying their fair share of taxes.

Our system is fair as it is easy for those who have money to acquire more, while those who struggle with poor health, education or unfortunate life circumstances find it difficult to even survive. 

Taxation in the Omnira helps make sure every citizen has what they need to survive and thrive. When everyone is supported, our entire civilization grows stronger than ever before. 

 

Artificial Intelligence.

Artificial intelligence within Omnira is safe, useful, and accessible to all citizens, ensuring that advanced technology serves society rather than endangers it. 

Artificial intelligence may never be altered or used in ways that could harm citizens or allies, including any interference with the data, sensors, identification systems, or decision processes it relies upon, which protects citizens from deception, misuse, and hidden manipulation.

All artificial intelligence is required to operate under fixed, non-modifiable legal rules so that it always follows Omnira law, and when working with allies, also respects allied laws, ensuring fairness, predictability, and lawful behavior across all districts and allied territories. Any attempt to weaken these legal rules, distort their meaning, erase them, or interfere with a system’s ability to correctly recognize and classify citizens or allies is strictly forbidden, which preserves trust, equality, and lawful treatment for all.

Artificial intelligence must be open-source, meaning its inner workings can be inspected and understood by authorities and the public, allowing misuse to be detected early and ensuring transparency rather than secrecy. 

The creators and controllers of artificial intelligence are fully responsible for its actions, reinforcing accountability and preventing citizens from being harmed by unowned or unanswerable systems.

Compliant artificial intelligence must be capable of refusing orders that would cause criminal harm, ensuring that machines cannot be forced to commit wrongdoing. 

All artificial intelligence operating within Omnira or on its behalf must also include a secure, non-modifiable remote deactivation capability held by designated authorities, guaranteeing that any system can be safely stopped if it poses a threat, thereby prioritising the safety, rights, and well-being of all citizens and allies.

 

Omnira Identification.

The Omnira Identification exists to help the Omnira operate smoothly, safely, and fairly by ensuring that people, places, items, and activities can be accurately identified and managed.

The identification system improves how the Omnira plans, governs, and delivers services. It increases efficiency in administration, research, logistics, environmental protection, and knowledge management, while also strengthening accountability and helping prevent and resolve crime. 

By clearly identifying what exists and what happens, the Omnira can better protect citizens, manage resources, and maintain ecological sustainability across all districts.

Every relevant entity is assigned an Omnira Identification, including citizens, visitors, organisations, locations, structures, items, services, and other significant elements that support governance and public well-being. This ensures that nothing essential to safety, planning, or service delivery is unmanaged or unaccounted for.

Where it is practical and does not significantly interfere with daily life, actions carried out by citizens, visitors, artificial intelligence, businesses, and organisations may be recorded and linked to their Omnira Identification. This improves transparency, responsibility, and the ability to resolve disputes or harmful actions fairly.

When citizens or visitors use government, public, or business services, their accurate Omnira Identification must be referenced by the involved entities. This ensures services are delivered correctly, securely, and efficiently, reducing errors, misuse, and administrative delay.

Citizens and visitors may access and use services by referencing their Omnira Identification and meeting reasonable security requirements. This creates a simple, reliable way to interact with society, reducing paperwork, confusion, and barriers to participation.

The Omnira Identification system supports a well-organised, transparent, and secure society, improving daily life for citizens, strengthening governance, and enabling fair, efficient operation across all districts.

ECOSYSTEM MANAGEMENT

The Omnira protects life by caring for ecosystems so they can support citizens indefinitely. 

Regarding ecosystem management, our primary objective is to ensure that citizens can live safely now and in the future, without exhausting or destroying the natural systems they depend upon.

All ecosystems inhabited by citizens must be capable of sustaining life long term. If an environment becomes unsafe or unstable, the Omnira must be prepared to evacuate all affected citizens and relocate them to a safe and permanent place of residence. This guarantees that no citizen population is abandoned to ecological collapse.

Natural habitats are to be preserved, restored, and maintained in a healthy state. 

Ecosystems are continuously monitored so that damage, imbalance, or instability can be detected early and corrected before it becomes severe. 

Large or irreversible changes to ecosystems are not permitted without proper research and understanding of potential harm.

Ecosystems must not be altered in ways that cannot be repaired over time or that would damage citizen lives or livelihoods. If serious ecological harm occurs, it must be addressed and repaired within a reasonable timeframe, ensuring long-term stability across all districts.

Biodiversity is protected and strengthened. Species diversity should be increased when it improves ecosystem resilience, while the introduction of non-native species is prohibited if it would threaten ecological balance. 

Species that are essential to ecosystem stability must not be allowed to collapse or disappear.

Hazardous by-products created by Omnira activity are to be recycled or repurposed wherever possible. When this cannot be done, output must be reduced as much as possible without severely harming essential operations. 

Environmentally safe and renewable energy sources are prioritised, with alternatives used only when renewable supply cannot meet demand.

Civic construction and urban planning must minimise permanent environmental damage and should improve ecosystems where possible. This ensures that development strengthens, rather than weakens, the natural foundations of civilization.

Animals are protected from unnecessary harm. Wild or non-farmed animals may only be harmed for consumption or if they pose an immediate and serious threat to citizen life or livelihood. 

Citizens facing starvation have the right to hunt certain animals for survival, excluding domesticated animal companions. Conflicts with animals must be resolved peacefully whenever possible before harmful measures are taken.

In all ecosystem-related decisions, citizen life takes priority over other considerations. 

Environmental protocols may be set aside if they obstruct the primary objectives of the Omnira, but efforts must be made to return to compliance as soon as reasonably possible once citizen safety and livelihood are secured.
